Carlos Fini - SET President

Carlos Fini is President of the Brazilian Society of Television Engineering (SET), with a two-year term of office from 2019-2020, CTO of the RBS Group, one of Brazil’s largest media groups, where he directs TV and Radio operations and Director of the Gaucho Association of Radio and Television Broadcasters (AGERT), acting on the technical committee. He is an electronics engineer, with a specialization in Business Management and a graduate degree in Telecommunications and Networks. He worked at TV Globo from 1979 to 2012, taking up the position of Engineering Manager in São Paulo in 1994. His professional background includes the implementation of the television channels in São Jose dos Campos in 1988 (TV Vanguarda), São Paulo in 1999 (TV Globo SP) and the digital transmission system in the same city in 2007. He has been a member of SET since 1988 and a participant in the Technical Module of the Brazilian Digital TV Forum (SBTVD Forum), where he was coordinator of multiplexing and middleware standards from 2006 to 2012.

Kohei Kambara started working as an engineer of NHK in 2001. Since then, he has been engaged in the research works of ISDB-T system at NHK’s Science & Technology Research Laboratories (STRL). From 2009-2019, he worked at several NHK’s regional broadcast stations to construct local terrestrial transmitting station sites. In between those works, he has participated in ITU-R SG6 meetings and contributed his technical knowledge and experiment to the related ITU-R Recommendations or Reports. He is now working on next generation terrestrial broadcasting system at STRL as a senior researcher engineer of the advanced transmission systems research division.

Use of Surplus Resources from the 700 MHz Auction

The relocation of the TV channels with their digitization, reaching a relevant part of the Brazilian population, resulted in the liberation of the 700 MHz band (above the 51 UHF channel) for Telephony operators throughout our geography.

The work performed by EAD – Be Digital – with GIRED supervision, resulted in resources over budget, still unknown.

QUESTIONS:

– What will be done of the EAD’s surplus resource?

– What criteria will be adopted by the government / legal party to direct this resource?

– Defined the amount that will be destined for the broadcasting, what will be the criterion of choice? Is the channel currently operating digital or all channels of the chosen municipalities?

– What is missing for project approval and what is the estimate for the beginning of its implementation?

– Who will manage these resources that are owned by EAD – a company formed by telephone operators?

– Knowing the 2023 deadline that Broadcasting should turn off the analog signal across the country, what is being done to achieve this goal?

Graduated in electronic engineering, specializing in Telecommunications, in Porto Alegre; has a graduate degree from the Kellogg School of Management, Northwestern University, in Evanston, Chicago. Participated on the Deliberative Council of the Forum of the Brazilian Terrestrial Digital TV System in the Broadcasting sector. Headed up the creation of digital TV broadcasters in Porto Alegre and Florianópolis, as well as other broadcasters in the same states (RS and SC).

Paulo Tonet Camargo - President of ABERT / Vice President of Institutional Relations at Grupo Globo

Paulo Tonet Camargo was born in the city of Porto Alegre. Having graduated in law in 1982, he began his professional life as a lawyer in Porto Alegre, and in 1986, he joined the Prosecution Office of Rio Grande do Sul, where he worked as a prosecutor, appellate state prosecutor and deputy state attorney-general. He was president of the Association of the State Public Prosecutor’s Office of Rio Grande do Sul. While at the Public Prosecutor’s Office he was president of the National Council for Criminal and Incarceration Policy and director of the National Prisons Department from 1995 a to 1997. In 1998, he joined the RBS Groups where he was general manager in Brasília and vice-president for legal and institutional affairs, a position he left in 2011 to take up the post of Institutional Relations Vice President of the Globo Group. He was elected president of the ABERT – the Brazilian Association of Radio and Television Stations for the two-year period commencing 2019.

Elifas Chaves Gurgel do Amaral - Broadcasting Secretary / MCTIC

A graduate of the Military Academy of Agulhas Negras in the Artillery Weapon (1978), he is a paid Army reserve colonel, holds a degree in Computer Engineering from the Military Institute of Engineering (1989) and a postgraduate degree in Computer Networking from the União Brasiliense de Educação e Cultura - Faculdades Integradas da Católica de Brasília (2004). Graduated in Government Policy and Strategy Studies from the Pontifical Catholic University of Rio Grande do Sul (1999). He was part of the Superior Electoral Court (TSE) team that developed the Brazilian electronic ballot box (1995). He was Secretary of Electronic Communication Services of the Ministry of Communications (2004) and President of the National Telecommunications Agency - Anatel (2005). He was a consultant at the Center for Advanced Studies and Systems of Recife - CESAR, developing the Army Project called Brigada Braço Forte - BBF (2011-2012), was Director of Information Technology at the Superior Military Court - STM (2013-2014). Engineer hired by INGEPRO to work in the Army Project called National Critical Communications System - SISNACC (2015-2016). Has experience in Electrical and Mechanical Engineering and has developed a prototype urban electric vehicle. Wrote the book: "How to convert your car to electric".ISBN 978-85-924741-1-9.

Moisés Queiroz Moreira - President of GIREG / ANATEL Board Member

Public administrator. Over the last 15 years I have held public office in the federal government, as well as at state and local level in the State of São Paulo. I coordinated the technical advisory activities at the Consumer Protection Agency - PROCON SP and was special advisor to the Metropolitan Housing Company of São Paulo – COHAB and the São Paulo State Legislature between 2003 and 2006. In 2006, I became chief of staff at the Municipal Health Department of São Paulo. Member of the Board of Directors of SPTURIS – São Paulo Turismo S.A. from April /2008 to March /2009. Since 2015, I have worked for the Brazilian government as special advisor to the Minister for Cities, Head of Parliamentary Advisory and Special Advisor to the Minister at the Ministry of Science, Technology, Innovations and Communications. Currently as Secretary for Broadcasting at the Ministry of Science, Technology, Innovations and Communications, I currently hold the presidency of GIRED - Implementation Group for the Redistribution and Digitization Process of TV and RTV Channels and member of ANATEL's Board of Directors.

Leandro Enrique Lobo Guerra - Director of Institutional Relations / TIM Brasil

Director of Institutional Relations of TIM, graduated in 1986, in the course of Electrical Engineering from the Federal University of Paraná (UFPR) and in 1999, in Law from the Tuiuti University of Paraná (UTP). He has an MBA in Business Administration from COPPEAD at the Federal University of Rio de Janeiro (UFRJ). He is currently also Vice President of the 5G Brazil Project as a representative of the cellular operators and represents TIM Group as a member of GIRED - TV Channels Redistribution and Digitization Process Implementation Group.

Journalist with 20 years of experience, worked as a producer on EPTV Campinas, affiliated with TV Globo, as a reporter and political editor in the newspaper Folha de S. Cybernetic attacks are becoming more frequent, leading to a halt in operations, data leak, reputation damage and financial loss. Since the occurrence of an incident is inevitable, it’s up to the companies to prepare themselves to respond in a fast and effective way.

Incident Response - Stages to Minimize Impacts and Discover What Failed

In this brief lecture, Bruno Cesar M. de Souza will explain in a practical and brief way how an incident response process must be in its stages, focusing on possible real breach incidents. The order in which action must be taken will be explained using a methodology accepted internationally. It will be demonstrated how specialists respond in an effective way to a breach incident, containing the breach, investigating to discover how compromised the system is, exploited the vulnerabilities exploited and possibly those responsible, how to treat the incident minimizing damage, preventing new incidents and improving the response process.

He has worked on several vulnerability assessment projects, penetration tests, investigations and responses to data security incidents, computer forensics, security solution specifications and implementation for large companies from the following segments: aviation, digital commerce, financial, media, insurance, governmental, oil and gas, transportation and telecommunications in Brazil and the United Kingdom. He has worked in Manchester, UK, as a consultant for a penetration test team of a multinational company, leader of this segment in Europe. Rodrigo holds a Bachelor of Computer Science degree from the Federal University of Minas Gerais. He has over 18 years of experience in TCP / IP networking, Internet Services and Web Application Security. He currently holds the position of Internet Security Manager at Globo.com, being responsible for the product security architecture and the defense strategy that ensures portals integrity and availability. In addition, he heads CSIRT.globo, which is responsible for managing incidents involving Grupo Globo's ASN.

Craig has been innovating in advertising and technology since the beginning of internet. From having pioneered 3rd party ad serving related technologies at MatchLogic and Excite to his current work on the future of television advertising at Xandr today, Craig has been driven to strategically create products and technology to help improve and transform the advertising ecosystem. Craig joined Xandr via the acquisition of Appnexus by AT&T. At Xandr, he now acts as Head of Product - TV Platform. Prior to Appnexus, Craig was the CTO of Yieldex where he was responsible for the team developing its unique technology from founding to acquisition. He has previously held technology leadership positions at MatchLogic, Excite@Home, Avaya, and Clear Technology. Craig has received numerous patents as a result of his work in advertising, forecasting, yield optimization, and beyond.

Marcel Leonardi - Professor at FGVLaw / Consultant at Pinheiro Neto Advogados

Marcel Leonardi holds a bachelor’s degree, a Master’s and a Doctorate in Law from USP and a post-doctorate degree from Berkeley Law. He was Public Policies Officer at Google from 2011 to 2018, where he collaborated closely in drawing up the Internet Framework and the General Data Protection Law over recent years. He has also been involved in public policy issues on a diverse range of issues in the technology and Internet sector. Lior Friedman is VP for Global Partnerships and Strategy for Vubiquity, a premium content services company owned by Amdocs. In the past 15 years Friedman has served in numerous positions in OTT and broadcast television, on and off screen, in Israel and Europe. Friedman built and managed Partner TV, Israel's fastest growing TV service, including an innovative user experience and partnerships with 3rd party content and commerce providers. In his previous role, Friedman was working as Nightly news anchor and reporter for Israel's biggest TV channel, and focused much of his work on the local and global tech industry. He is based in London and holds an Executive MBA from Kellogg school of management in Northwestern University, USA.

Keynote Speaker: José Marcelo Amaral - President of the Brazilian Digital TV System Forum / Director of Engineering and Operations - RecordTV

With a degree in Mathematics from FAHUPE-RJ, a graduate degree in Information System from PUC-RJ and FGV-SP and an MBA in Information Technology from USP-SP, José Marcelo do Amaral has made an extensive contribution to the broadcasting sector. He joined Record TV in 1991 and is today the director for Engineering and Operations. At the television station he has developed systems for the radio and TV commercial operations area; implemented a system for producing news; managed the integrated management system (ERP) project and created a system for monitoring audiences from mobile devices, among other tasks. As technology director he has participated in initiatives for implementing non-linear editing, digital archiving and tapeless work flow systems. During this period, he has also become involved with issues referring to digital video and video transmission using internet protocols (IP). He was Director of the Free-To-Air TV Segment at SET (the Brazilian Society for Television Engineering), his principal challenge being to develop digital television technology for Brazil, and he is responsible for its implementation and expansion throughout the entire Record group. Amaral’s role also involves the Brazilian Digital TV System Forum, where he currently holds the position of President of this institution founded in 2006. One of his most challenging projects was the launch of the R7 portal, which is now the second-largest internet portal in Brazil. During his career he has also had the opportunity to head up the technical and operational planning and coordination of major sporting events broadcast by Record TV, the Guadalajara Pan-American Games (2011) Toronto (2015), the London Olympics (2012), Sochi (2014) and Rio (2016).

Engineer by the Pontifical Catholic University of Rio de Janeiro in 1996 (PUC-Rio). Working with Globo since 1996, where started on an internship program. HDR: From Dream to Mainstream

In this presentation, Patrick Griffis, SMPTE, will review some of the theory and resulting practice leading to the successful mainstream deployment of HDR in the market today in television, mobile devices and even computers.
The presentation will include animations defining concepts such as  “Perceptual Quantizer”, “Color Volume” and “Content Mapping”  which are key to understanding HDR.

 

Pat Griffis - President of SMPTE / Vice President Technology, Office of the CTO at Dolby Laboratories

Pat Griffis is President of the Society of Motion Pictures and Television Engineers (SMPTE) as well as Vice President Technology at Dolby. He is also Board member on the Ultra HD Alliance and Vice President of the UHD Forum. He past President of the IEEE Consumer Electronics Society.  He holds 10 patents

Broadcast experience with MPEG-H Audio Immersive and Personalized Audio


Already adopted by ATSC 3.0 and DVB, MPEG-H Audio was most recently selected by the SBTVD Forum for delivery of Immersive and Personalized Sound over the existing ISDB-Tb platform. A number of successful trials conducted during major live events across the world, have showcased the importance of interactive features in broadcast and how easy can be enabled in live production, even for the most complex events.

Adrian Murtaza - Senior Manager, Technology and Standards - Fraunhofer IIS

Adrian Murtaza serves as Fraunhofer’s Standards Manager in a number of industry standards bodies, including DVB, ATSC, CTA HbbTV and SCTE, and is the co-author of multiple specifications in those groups. Adrian Murtaza joined MPEG in 2013 and since then contributed to development of various audio technical standards in MPEG-D and MPEG-H. 3.5 GHz Auction and the Future of Satellite Distribution

This panel will present the possible impacts on a national level of tv content distribution by satellite starting with auction of the 3,5GHz wavelength scheduled for March 2020. According to IBGE data, Brazil has 22 million homes with satellite dishes, of which 10,5 million only have this signal as a source for audio visual content. Will the auction of the 3,5 GHz wavelength result in the extinction of these domestic satellite dishes? We will go deep into the results of the coexistence tests, the propositions to ensure continuity of access to open signals by these homes and the actions to protect the professional contribution and distribution operations on the C Band.

Myths and realities about the coexistence of services on the 3.5 GHz band and on the satellite C band

There is no truth in the news that fifth-generation (5G) terrestrial services on the 3.5 GHz band have rendered unfeasible satellite services on the C band or vice-versa. With all scientific rigor, the opposite has been demonstrated in the “Coexistence Tests between IMT operating on the 3.5 GHz Band and Satellite Systems Operating on an Adjacent Band” recently undertaken. Studies in other countries corroborate the possibility of the coexistence of 5G services on the 3.5 GHz band and satellite services on the C Band. In some of these countries (e.g. Switzerland and Germany) coexistence is even more complicated than in Brazil because the bands in question are superimposed. In recent bidding processes for the 3.5 GHz band in those countries, the call notices gave details of the recommended coordination measures. With the separation of the 3.5 GHz and the C band, as will be the case here, the coexistence between the various professional services using those radiofrequency bands will be easier, including the distribution of radio and TV signals by satellite. On the other hand, the report of the “Coexistence Tests” already mentioned provided proof of the possibility of interference that would adversely affect domestic reception of satellite broadcasting signals known as TVRO (TV receive only). The same report also indicated viable solutions for preventing or mitigating such problems of interference. Anatel and MCTIC have repeatedly recognized the importance of TVRO for Brazilian society. After taking depositions from all stakeholders, and in alignment with the Agency, the MCTIC is drafting public policy guidelines for the proper protection of TVRO users. These public policies will be an integral part of the final version of the Call for Tenders for Radiofrequencies on the 700 MHz, 2.3 GHz, 3.5 GHz and 26 GHz Bands.

As Integrated Broadcast-Broadband (IBB) systems can combine web based technologies with broadcast systems, its services can be made in more flexible and personalized manner. For example, use of viewing history allows service providers to tailor the services for each viewer. In this session, recent Japanese market status and activities toward building the new services in this kind are addressed including some trials performed by using actual broadcast systems and “Smartphone first” service paradigm. Some trials of the services will be presented.

Since Mr. Takechi joined NHK in 1990, he studied many areas of broadcasting technologies at its Science and Technology Research Laboratories including satellite digital broadcasting system, multiplexing, and middleware and interactivity. Among them, his particular interest is middleware and architecture of interactive TV. His research contributed to receiver architecture and system design of Japanese interactive TV systems and Integrated Broadcast-Broadband (IBB) systems, namely BML, ARIB-J and Hybridcast. He has also actively participated both domestic and international standardization in many area. He has been a major contributor in ARIB, IPTV Forum Japan, ITU-R, and ITU-T. He took a lead to create more than 15 ITU-R and ITU-T Recommendations and ITU-R Reports for interactive TV systems, IBB systems, and accessibility.

Masayuki Sugawara joined NHK in 1983. He researched solid-state image sensors, HDTV cameras, and the UHDTV system at NHK STRL from 1987 to 2015. At present, he is the chairman of digital broadcasting experts group (DiBEG) and an executive engineer at NEC Corporation. He is serving as the Asia-Pacific region governor of SMPTE for his second term. He is a SMPTE Fellow, a Senior Member of IEEE, and a member of IEICE, and an ITE Fellow.

5G: A potential future for the Broadcasting

·      Two channels are enough for our DVB-T2 network. What can we do else?
·      Should we switch to DVB-T2 or wait for 5G?
·      We are thinking of phasing out DTT in the next decade and delivering all our terrestrial services over wireless broadband networks. We request the EBU to direct its efforts toward making 5G a viable large scale distribution platform for both linear and on-demand audiovisual services.

 Those are just a few queries which has been driven EBU to evaluate and recommend the key resources for the future of distribution given the different kind of audiovisual media, the content consumption transformation and the variety of devices.
 In a new user context, the challenge is to find the best balance for an advanced user experience bringing the right content and valued service to each user/device, while keeping the broadcaster’s perspective of a network performance, coverage and user adoption with a suitable business model.
In this talk, we aim to present and discuss the key requirements and use cases EBU Members plan for the future of our business and the role 5G could play in the content Distribution.

Skip Pizzi is Vice President, Technology Education and Outreach, at the National Association of Broadcasters (NAB) in Washington, DC, USA. His career has spanned the broadcast and digital media industries, working in audio engineering at NPR, and in audio production, media standards and technical policy at Microsoft. He was also an editor at Broadcast Engineeringmagazine, and a columnist for several other international industry publications. He remains a technology journalist, editor, author and trainer today. His most recent book is A Broadcast Engineering Tutorial for Non-Engineers, 4th edition, published by Focal Press. He is currently Associate Editor on the NAB Engineering Handbook, 11th edition, which will be published later this year. Skip serves as Vice-Chair of the Advanced Television Standards Committee (ATSC) Technology Group 3 (TG3), which is developing the ATSC 3.0 standard. He is also a member of the Board of Directors of the Ultra HD Forum. Skip is a graduate of Georgetown University, where he studied Electrical Engineering, International Economics and Fine Arts.

We are living in times of regulatory renewal and the availability of new tools that try to simplify the transit of processes at the MCTIC and ANATEL. Since the results don’t always go as planned, we are going to discuss what the sector expects, what it is demanding, what its main difficulties are when dealing with the MCTIC and the Agency, and what its main concerns are given the permanent challenges arising. MCTIC and ANATEL will show what has already been done, what is being implemented and what is still to come in order to achieve its objectives of efficiency and speed of response.
The panel will update and discuss issues like regulating the Network Channel; the issuance of lists of concessionaires and their network channels; the status of the heralded review of Ordinances 925, 932, and 26, a balance sheet from Public Consultation 24;  the stage of corrections required in the Mosaico System and whatever else is on the agenda.

He holds a doctorate from DECOM-FEEC-Unicamp (2018), researching the Broadcasting Regulation with the emphasis on Digital TV; a master’s in electrical (Electronic) Engineering from DEMIC-FEEC-Unicamp (2005); and an undergraduate degree in Electrical Engineering from FEEC-Unicamp (2002). He holds the position of Regulation Specialist at the National Telecommunications Agency - Anatel, where he coordinates the Administration of Basic Broadcasting Plans within the Spectrum, Orbit and Broadcasting Department; and is leader of the GRR6 Reporting Group (Broadcasting) of the CBC2. Prior to this, he had worked at the Regional Management office of Anatel in São Paulo, working with Licensing and Amendments to the Technical Characteristics of broadcasting stations; Technical Supervision of broadcasting entities; and in solving radio interference problems in any telecommunication system. He was technically responsible for the proposed modification to the Technical Regulations for Frequency Modulation Sound Broadcasting and for analyzing the technical feasibility processes for including or altering the Basic Distribution Plan for Frequency Modulated Sound Broadcasting. He was a Brazilian government observer at the Digital Sound Broadcasting tests, both in the tests of the US standard - HD Radio, in 2008 and 2012, and the tests of the European standard - DRM, in 2010. He worked as a Telecommunications Researcher at the Fundação Centro de Pesquisa e Desenvolvimento em Telecomunicações (Telecommunications Research and Development Center Foundation) - CPqD.
