There is no doubt that practically almost all television companies the world over have used and still use communication satellite services to contribute, distribute and deliver high-quality audiovisual content with incomparable reliability and availability. In this age of the cloud, artificial intelligence and 5G, everything “software defined” and a series of new technologies, some evolutive, others disruptive, the satellite industry has been reinventing itself to continue attending to this very important segment of the market.

He has been active in satellite communications since 1983, having headed up project teams on several occasions. Associate Director and one of the founders of UNISAT in 1990. He is the company’s technical director and a senior consultant to Brazilian and international companies. Before founding UNISAT, he worked at NEC, TELEBAHIA and EMBRATEL in the National and International areas, in communications via the Brasilsat and Intelsat satellites, having been a member of the Domestic Satellite Communications Department, known as SAT.He is an Operations Engineer in Electronics, from the School of Engineering of the UGF, a Graduate Degree from the UFF in Telecommunications, specialization courses in Japan (NEC, NTT and Anritsu) and in the USA (TCB – Thomson).

Sérgio Chaves began his career in the telecommunications sector in 1988. He worked in large companies as responsible for medium and large accounts and for development of new businesses, marketing voice, data and infrastructure products aimed at the corporate and carrier markets. Since 2003, Hispamar Satelites, a Brazilian operator that markets the services of the Hispasat Group in the Americas, has developed new markets for satellite services such as distance education and indoor satellite media. In 2012, Sérgio Chaves, until then commercial director for Brazil, assumed the business direction of Hispamar for South America.

Media Research and Development – A Global View
According to the latest data from UNESCO, the global investment in R & D are estimated at 1.7 trillion dollars. The five countries that invest the most in R&D are, in order, the United States, China, Japan, Germany and South Korea. Together, the 3 Asian countries account for over 36% of all global investment. In relation to GDP, Japan and South Korea are among the countries that invest the most in research. And, not coincidentally, they are among the countries with the largest number of scientists per million inhabitants: 5,328 and 6,856 respectively (Brazil has 881).
In China, the growth of research funding has been exponential. From 13 billion dollars in 1991 reached 410 billion in 2016, ie 30 times more. And it is already speculated that by 2020 it may overtake the United States.
Much of these investments in research done by these Asian countries have gone to the area of ICT – Information and Communications Technology, including therein Broadcasting and Media sector.
Facing this scenario, we invited two eminent researchers Kohei Kambara (NHK – Japan) and Jian Song (Tsinghua University -China) to talk about recent developments in their countries. We also invite our colleague from Rede Globo, Carlos Eduardo Cosme Ribeiro, who will bring us the results of his R&D experience in South Korea.
Chair: Fernando Bittencourt - Former President of SET
Fernando Bittencourt is a Former President of SET and a Former General Manager for Engineering at TV Globo. Graduated in Electronic Engineering from the Federal University of Rio de Janeiro (UFRJ) Beginning in 1994, he was Coordinator of the SET/ABERT group created by the ABERT and SET to study and plan the implementation of Digital TV in Brazil. He was a full member of the Council for Social Communication in the Brazilian Senate, as an engineer with renowned knowledge in the field of social communication. Participates in the Deliberative Council of the Forum on the Brazilian Digital TV System. He is also a member of the IEEE, IBC and the SMPTE.

Cristiano Akamine received the Ph.D. degree in electrical engineering from the State University of Campinas, Brazil, in 2011. He is a Professor with Mackenzie Presbyterian University, where he is a Coordinator of Digital TV Research Laboratory. He is a member of the Board of the Brazilian Digital Terrestrial Television Forum and Society of Brazilian Broadcast Engineers (SET). He works in the ISDB-TB broadcasting standardization and holds several patents, licensing of intellectual property, numerous articles published and has a Brazilian scientific grant of Productivity and Technological Development and
Innovative Extension—Level 2 from the National Council of Technological and Scientific Development. He has also served as a reviewer for several periodicals and conferences and has participated as a Guest Editor in the Special Issue Point-to-Multipoint Communications and Broadcasting in 5G of IEEE Communications Magazine and the Special Issue on 5G for Broadband Multimedia Systems and Broadcasting of IEEE Transactions on Broadcasting. He currently serves as an Associate Editor of IEEE Transactions on Broadcasting.
His research currently focuses on digital terrestrial broadcasting, software-defined radio, channel codes, embedded systems, and 5G.
NKH OPEN HOUSE - "taking media beyond the box."
NKH OPEN HOUSE is the annual public event featuring broadcasting technologies and services under development at NHK's STRL - Science & Technology Research Laboratories.
These research is based on three major pillars, namely Reality lmaging - technologies that deliver content with more realistic feel and presence, Connected Media - technologies to improve program production and provide better user experience leveraging the internet, and Smart Production -technologies for efficiently producing programs using artificial intelligence (AI)

Kohei Kambara - Senior Researcher Engineer - STRL NHK
Kohei Kambara started working as an engineer of NHK in 2001. Since then, he has been engaged in the research works of ISDB-T system at NHK’s Science & Technology Research Laboratories (STRL). From 2009-2019, he worked at several NHK’s regional broadcast stations to construct local terrestrial transmitting station sites. In between those works, he has participated in ITU-R SG6 meetings and contributed his technical knowledge and experiment to the related ITU-R Recommendations or Reports. He is now working on next generation terrestrial broadcasting system at STRL as a senior researcher engineer of the advanced transmission systems research division.
Digital Television / Terrestrial Multimedia Broadcasting (DTMB) Standard and its Advanced Version
The technical review of Chinese Digital Terrestrial Television Broadcasting Standard named Digital Television Terrestrial Multimedia Broadcasting (DTMB) and its advanced version DTMB-A will be presented. It includes the general description on the physical layer transmission protocol including the frame structure, channel coding and modulation schemes with the highlight on the core technologies. Measurement results are also provided for the performance validation together with possible extended applications.
Jian Song - Director of DTV Technology R&D Center - China
Dr. Jian Song received his B. Eng. and PhD degrees from Electronic Engineering Department, Tsinghua University, China, and conducted Postdoctoral research work in Hong Kong and Canada in 1996 and 1997, respectively. He worked in USA for seven years, and joined Tsinghua University in 2005 as a full professor. He is now Director of DTV Technology R&D Center, one of major technical contributors for Chinese DTV standard.
He is vice chairman of WP6A of International Telecommunication Union (ITU) and the founding Editor-in-Chief of ITU academic Journal, ICT Discoveries. He is the Associate Editor of IEEE Transaction on Broadcasting.
Dr. Song’s current research interest includes digital broadcasting, network convergence, and integration of visible light and powerline communications. He is the recipient of the Best Paper Award of IEEE Transactions on Broadcasting in 2015, and also the recipient of several national and provincial/ministry level awards.
Dr. Song has published over 260 peer-reviewed journal and conference papers with good citations. Dr. Song is the Fellow of IEEE, IET, and Chinese Institute of Electronics.
TV 3.0: ETRI Research Initiatives and Opportunities in Brazil
In the first semester of 2019 the speaker visited the ETRI - Electronics and Telecommunications Research Institute, in South Korea, to study research lines on TV3.0 and using ATSC 3.0 format. The lecture will address the experience of visiting the ETRI and the research lines studied with application to the Brazil context.

Carlos Eduardo has a degree in Electrical Engineering Enf. Telecom, UNESA. He has a postgraduate degree in Control and Automation Engineering, UGF and in Computer Network Specialization, PUC Rio. He has been in Globo network since 1999. He is currently Specialist in the area of Transmission Technologies. Among its main activities are the planning and control of preventive, predictive and corrective maintenance in RF (terrestrial and satellite) and optical fiber audio, video and data transport systems. Broadcast experience using the Next Generation Audio System MPEG-H 3D Audio
MPEG-H Audio is the Next Generation Audio (NGA) system developed by MPEG for delivery of personalized and immersive sound. Designed for broadcast, streaming and VR/AR applications, it allows viewers to adjust the sound mix to their preferences, while its support for immersive audio improves the level of realism of the listening experience. With a rich set of metadata, new concepts for loudness and DRC together with an active downmix and rendering features, MPEG-H Audio tailors the sound for optimal playback on a wide range of devices and environments.
Already adopted by ATSC 3.0 and DVB, MPEG-H Audio was most recently selected by the SBTVD Forum for delivery of immersive and Personalized Sound over the existing ISDB-Tb platform. In May 2017, South Korea was the first country worldwide to launch a terrestrial UHDTV broadcast service. The service is using MPEG-H as the sole audio codec.
Additionally, there have been a number of successful trials conducted during major sport and music live events across worldwide, including the Carnival in Rio de Janeiro or the Eurovision Song Contest in Israel.
MPEG-H production tools allow for a native ingest of immersive and personalized content produced according to ITU-R BS.2076, Audio Definition Model. Since ADM is very flexible and applicable to many applications, MPEG-H production tools support various ADM profiles which define interoperability points for ADM tools of different manufacturers.
The talk will focus on experiences gained during productions, 24/7 broadcasts and will demonstrate production tools and workflows using a latest generation technology.
Yannik Grewe - Sound Engineer, Researcher at Fraunhofer IIS
Yannik Grewe received the B.Sc. degree in ‘media technologies’ and a M.Eng. degree in ‘audiovisual media – sound’. He joined the Fraunhofer Institute for Integrated Circuits IIS in 2013 as a scientist and field application engineer for MPEG-H 3D Audio. His main focus are broadcast productions using MPEG-H 3D Audio and developments of production tools for Next Generation Audio. He acted as principal sound engineer for major Next Generation Audio productions, such as the European Athletics Championships 2018 or the Eurovision Song Contest 2019.

Using AI to control robotic cameras and ease the production of live sports
Artificial intelligence is gaining momentum in many industries. In the world of broadcast, AI is being explored to drive operational efficiencies and help broadcasters and rights holders deliver more (and better) live content to an increasingly diverse and connected audience.
For example, AI will help operators to prepare their work, which they will just have to validate and/or adjust. This can translate into greater speed and responsiveness and creating more value by letting them focus on more creative tasks.
Taking live football coverage as an example,Benoit Quirynen, Chief Market Officer at EVS presents the concept of a fully automated system able to create multiple camera feeds via a series of robotic cameras. Piloted by an AI, this system analyses the complete football pitch and identifies the most important or relevant action of the game. It then uses that information to individually steer the different robotic cameras and generate the desired camera views with the appropriate zoom factor.
To further push the limits of automating the production, the automatic camera operation is complemented with an automatic selection of the most interesting camera angle out of the available camera feeds. This automatic direction can either be used to create a fully automatic system or to assist the single operator in charge of a complete multi-camera production.

Journalistic credibility
Journalism is facing a credibility crisis in the face of the phenomena of disinformation that characterize the contemporary digital environment. Within this context, the talk about the contributions of the Credibility Project has a dual mission: to reflect on the fragmentation of the news narrative in the digital environment and to develop tools and techniques for identifying and furthering reliable and quality digital journalism. Some of the causes of the current crisis of credibility will be presented and discussed, while identifying and characterizing different types of content being disseminated within the disinformation ecosystem, such as false connections, false or manipulated contexts and content that is misleading, infiltrated and fabricated, including fake news, an excessively imprecise term for designating false information created to confound and to damage. Lastly, a system of journalistic credibility indicators will be presented, which operates at the algorithmic level and can serve as a parameter for distinguishing reliable news and articles on the internet. Designed by the Trust Project and applied in Brazil under a partnership between Unesp and Projor, this system is based on a protocol founded on best journalistic practices, identification of the author/producer, the distinction between types of subject matter, quotes and references, content production method, local reporting of occurrences of the facts and the availability of a feedback channel that readers can reach out to.

Possible business models in communication and their application in Brazilian radio journalism
Over the last 20 years we have observed several changes in the language of media, in an attempt to distribute content on different platforms that have arisen with the use of the internet and social networks. Journalism products were one of the first formats that required integration with the new technologies. However, we still maintain the same business models used in the pre-internet era. Thus, we are seeing a strangulation of resources for journalistic production, especially radio broadcasting, on Brazilian stations. On the other hand, institutions and professionals are searching for new ways of obtaining resources for 100% digital projects, in opposition to communication companies who are still adapting the content they produce (conceptually) to analog media. This talk seeks to present these elements and discuss the validity of the possible application of new ways for monetizing journalism applied to radio.

Design of Ultra-wideband Textile Antenna for TV Broadcasting
Currently, Digital television (DTV) have been adopted in many places throughout the world and is received in different devices types such as laptop computers, portable media players, and smartphones. However, the current antennas used in these devices to receive DTV channels have drawbacks, low performance and non-practical physical structure in many situations.
This paper presents a flexible, lightweight and thin textile antenna for DTV, operating at ultra-wideband (UWB) 200 MHz - 800 MHz and can be embedded in the garment or bag that can be easily transported when folded. The antenna operation was simulated and measured for verifying its performance and, based on the measurement results it was confirmed that the proposed flexible textile antenna has good performance, even in real conditions.

Proposals for the identification of transmitters in a Single Frequency Network in the ISDB-Tb system
This article presents the study of methods for the identification of transmitters in a single frequency network in the Brazilian Television System, known as ISDB-Tb. Studying how the Gold sequences are created in order to generate the transmitter identification signal (TxID), introduced by the Advanced Television Systems Committee (ATSC) and how the information about the equipment ID of Network Synchronization Information (NSI) descriptor is interpreted that is inserted in the ISDB-T Information Packet (IIP) table of ISDB-Tb system. Also, is proposed the insertion of TxID signal, based on Gold sequences, in the ISDB-Tb system using two techniques: by the auxiliary channel (AC) and by the Layer Divison Multiplexing (LDM).

Wireless Production Tools - PMSE - Radio Spectrum Scanning at the Brazilian 2018 Formula One
Spectral scanning recordings were performed in the range of 410 to 870 MHz, covering wireless PMSE microphones at the 2018 F1 GP Brazil. The spectrum analyzers were installed at two different locations (2 km faraway), the International Compound and in the TV Globo booth at middle of the pit line. In three days many links of audio PMSE equipment were recorded, the essential data of which were continuously monitored and the spectrum recordings were compared with TV Globe's coordination information.

Implementation of an 8K-BrazilDTV transmitter using SDR
This paper presents an implementation of an 8K-BrazilDTV transmitter in Software Defined Radio/GNU Radio Companion. The main idea of this work is to provide a modified digital TV broadcasting system, based on the Brazilian system (ISDB-TB), using a bandwidth of 12 MHz and high order modulations, in order to achieve high bit rates and allow the transmission of content in Ultra High Definition (8K). The implementation is done using the GNU Radio Companion software along with a Software Defined Radio platform to transmit the Radio Frequency signal.

Ricardo Seriacopi Rabaça received the B.Sc. and M.Sc. degrees in electrical engineering from the Mackenzie Presbyterian University, Sao Paulo, Brazil, in 2013 and 2017, respectively. Actually, he is a doctoral candidate in the Electrical Engineering and Computing Program at Mackenzie Presbyterian University and participates in projects in the Digital TV Research Laboratory at Mackenzie Presbyterian University. He participated in some national and international publications about telecommunications and broadcasting, covering topics such as diversity techniques applied to digital television, implementation of broadcasting systems using ISDB-TB and ATSC 3.0 standards, with use of new methods of coding, modulation, multiplexing, among others.
Applied Medical Informatics in the Detection and Counting of Erythrocytes and Leukocytes Through the Image Segmentation Algorithm
This study is based on the development of a medical algorithm for the detection and counting of erythrocytes and leukocytes in digital blood smear images through Hough Transform and detection of objects by coloration. The experiments were conducted by digital images acquired in open access platforms, showing high accuracy (90%) with average execution time less than 2 seconds. So, can be considered the first step in accomplishment of hemograms with low-cost, greater accessibility, and speed without losing method reliability.

Implementation of 8K-BrazilDTV system receiver using SDR
This work presents the 8K-BrazilDTV receiver implementation. This implementation was done by using GNU Radio Companion program, installed in a computer with Linux and using a Software Defined Radio Board. This system uses 12 MHz (2 ISDB-TB channels) bandwidth to transmit Ultra High Definition content (8K).

AUTOMATIC SKIN LESIONS CLASSIFICATION FROM DERMOSCOPIC IMAGES EMPLOYING DEEP LEARNING
Skin cancers occur due to abnormal growth of the cells can give rise to several types of skin cancer, being divided into two types melanoma and non-melanoma. Skin cancer which is in Brazil represents 25% of the malignant tumors diagnosed, being the majority due to the excessive exposure to the sun's ultraviolet rays.
The present study is based on AlexNet, which is a Deep Learning architecture, the experiments are conducted through 1400 and 2400 images, after twice training with different optimizer, SGD is the better optimizer with 99.79% of accuracy and 0.0120% of loss in training.
