The National Basketball League (LNB) was created in 2003 and has 18 member clubs from eight states and the Federal District, 15 of whom are participating in the 10th edition of the NBB (New Basketball Brazil), a Brazilian senior men’s basketball championship organized by the teams, with the approval of the Brazilian Basketball Confederation (CBB) and with Master Sponsorship from CAIXA (the federal savings bank), as well as sponsorships from SKY, INFRAERO, AVIANCA, NIKE, PENALTY and WEWI, and support from AÇUCAR GUARANI and the MINISTRY OF SPORTS.
Besides the NBB CAIXA, the LNB also organizes two additional competitions: the LDB (Basketball Development League) and Liga Ouro (Golden League).
The LNB has been making a name for itself through the degree of professionalism of its management and staff, adopting successful practices in sports management and searching for innovation.
In December 2014, it entered a first-time partnership with the NBA (National Basketball Association) and, that same year, embarked on a strategic vision, becoming the first sporting entity in Brazil to offer global transmission of its games via streaming on social network platforms, initially Facebook and later, from October 2017, on Twitter, too.

After the ratification of SMPTE ST 2110 the industry was quick to capitalize on the enhanced scale and workflow capabilities of a COTS based IP infrastructure.
Having done multiple fixed facility and mobile infrastructures based on SMPTE ST 2110, Robert will be discussing a case study on two of those installs. One ST 2110 based OB truck and an IP based fixed facility.
The case study discusses lessons learned on deploying non-blocking IP infrastructures, flexible FPGA processing platforms, control and orchestration layers, PTP timing, and the need to further the proliferation of open workflow tools such as AMWA IS-04 and IS-05.

The various experiences of countries around the world in the transition from analog to digital TV (which still continues in many areas) bear witness to this complexity.
Now a second transition is contemplated, from first-generation digital TV to “Next-Gen TV.” In the U.S. (and elsewhere), however, new allocations for broadband wireless and other services have reduced the spectrum previously allocated to broadcast television, making the transition to Next-Gen even more challenging than the analog-to-digital case. This presentation will address how the challenge is being met by the U.S. industry.

The Japanese TV industry has a longstanding concern with image quality. It began in the 1970s, with the first HD TV research, going through the first broadcasts in HD in the late 1980s, still in the analog system, to the predicted to transmit 8K for much of the country's population as early as 2025. The Ministry of Internal Affairs and Communications, Japan formulated a roadmap for 4K/8K in July 2015. Based on the roadmap, the ministry promotes research and development of 4K/8K terrestrial broadcasting technologies. An overview will be provided on the Japanese R&D activities involving terrestrial 4K/8K technologies under development and technical specifications of experimental stations for transmitting 4K/8K DTTB. The presentations will also pose issues with migration to a next-generation DTTB services.

The LDM (Layered Division Multiplexing) method, which is the basic technology of this proposal, is a method of hierarchically multiplexing a plurality of signals with power difference. In this presentation, we confirm the operation principle of LDM using trial production with LDM method applied to FPU device and report on the service area of 4K broadcasting when we place it in low power hierarchy with minimum influence on terrestrial digital broadcasting.

• ISDB-TB Hybrid Transmission using ATSC 3.0 LDM and BICM

Current terrestrial digital TV systems are disruptive and require a new channel for operation. With the advent of Layered Division Multiplexing (LDM) it is possible to perform multi-layered transmission with different systems at the same time and at the same frequency just by adjusting the power level in each layer. This presentation will show a modification of the ISDB-TB system named LDM ISDB-TB in which the ISDB-TB system is transmitted in the main layer and the Bit Interleaved Coded Modulation (BICM) stage of ATSC 3.0 is transmitted in the enhanced layer. Computational simulations and laboratory tests show that it is possible to perform the ISDB-TB hybrid transmission and reception with the ATSC 3.0 BICM. This solution is an alternative way to introduce a new digital terrestrial TV broadcasting system while maintaining compatibility with the installed receiver park and using the same channel and transmission infrastructure.

In particular, the ubiquitous use of 10 bit pixel depth in processing, storage and interfaces in broadcasting places visible constraints in the quality of HDR material and hence more careful optimization of the encoding strategies is required for acceptable codecs for new UHD and HDR operations. In 2015, Globo's areas of technology and human capital have come together to organize a Hackathon and since then every year this event has been taking place. More than an open innovation event, Hackathon Globo, which is hosted in the BBB program house, promotes the rapprochement of young audiences, culture transformation and a great brand experience. In this talk we will show the concepts and formats behind this event and share a little of the experience in those 4 years of Hackathon.

When we see the word “innovation”, we immediately think of breaking ground in state-of-the-art, with feats such as a cancer vaccine or water-powered cars – this is Innovation with a capital “I”. But there is also iNNOVATION with a small ‘I’, which involves solving our day-to-day challenges. This iNNOVATION relies for support on technologies that already exist, but which are no less complex. Advocate of the slogan “less is more”, digital iNNOVATION in many cases involves complexity that can be resolved using a cell phone application, for example.
PUC-Rio applies the challenge-based learning (CBL) methodology with lean co-creation cycles in which multidisciplinary groups explore opportunities and come up with transformational solutions for different industries. In this talk, we will share some of these challenge-based experiments and their results.

This work evaluates the scenario and the possibilities of using technologies such as algorithms, artificial intelligence and NLG language in Brazilian media companies. Exploratory and descriptive research was carried out, as well as participant observation and documentary data analysis of 10 organizations. Among the results achieved, there is disbelief and skepticism with the algorithms, together with the scarce possibility of adopting this technology in the short and medium term for news production
• Optimization of the propagation model choice by measuring field and artificial intelligence

The propagation model to be chosen in the design of a terrestrial television station is a critical point for predicting the coverage area. This paper presents a study of the choice of propagation model, through the use of artificial intelligence (AI). Using the propagation model criterion that presents the smallest error between the field measurement and the software simulation, an IA method of classification learning was developed.
• Design of Stepped Impedance Microstrip Low-Pass Filter for Coexistence of TV Broadcasting and LTE Mobile System Close to 700 MHz

The evolution of mobile networks has demanded more frequency spectrum and in many countries part of UHF band previously allocated to TV broadcasting now is used to broadband mobile networks and is important avoid any interference caused by signals transmitted in adjacent bands. In the Brazil and in others countries the new spectrum is being assigned to Long Term Evolution (LTE) mobile networks at 700 MHz band that is close to the frequency spectrum used by TV broadcasting. In this context the paper presents a microstrip low-pass filter to be used into television and avoid interferences produced by LTE signals. The proposed low-pass filter was designed using microstrip step-impedance method, fifth-order Chebyshev with ripple of 0.01 dB and cut-off frequency at 700 MHz. The designed low-pass filter was simulated using full wave simulator Ansoft HFSS. After simulation the low-pass filter was fabricated by photolithographic process in a FR-4 pcb. Finally, it was tested using vector network analyzer and the measured results presented a good agreement with the simulations.
• Improvement of the Content Transmission in Broadcasting Systems: Potential Proposal to Rayleigh and Rician Multichannel

A model based on discrete events was developed and applied to a broadcasting system, using the Simulink simulation environment of the MATLAB software. With the objective of improve the transmission of content, through a pre-coding process of bits applying discrete events in the signal before of the modulation process, with the implementation of discrete entities in the process of bit generation. The results show better computational performance related to time and memory utilization, related to the compression of the information.
• Proposal of A Medical Algorithm Based on the Application of Digital Image Processing and Visual

The erythrocytes counting and leukocytes help detect various types of diseases. Given the wide applicability of the Watershed Transform (WT) and Morphological Operations (MO), was developed the WT-MO algorithm for segmentation, detection, and counting of blood cells. The WT-MO algorithm results in high accuracy (93%). Therefore, the algorithm is accurate, reliable and a low-cost technique, which can be applied as a third methodology to perform the laboratory tests and to speed up further medical diagnostic.
• Field Tests for Immersive and Interactive Broadcast Audio Production using MPEG-H 3D Audio

Next Generation Audio offers new features for the consumer such as advanced user interactivity, immersive sound and optimized reproduction across different playback devices. This paper outlines the workflow for MPEG-H 3D Audio content creation with a focus on broadcast production for live and offline applications. It is shown, how new tools can be integrated into well-established production workflows and how they ensure full control of produced mixes. Production scenarios are presented by using examples of an international music competition and a major tennis event.

Obted (Brazilian Observatory of Digital Television and Technological Convergence) is a project of the Laboratory of Art, Media and Digital Technologies (LabArteMídia), Department of Cinema, Radio and Television, School of Communications and Arts of the University of São Paulo. It was conceived by professors Almir Almas (CRT-ECA / USP) and Deisy Feitosa (FFLCH-USP) to follow the scenario of digital TV implantation in Brazil and, at the same time, to look at and reflect on communication technologies, languages and television content set in the era of mass digital production. Recently, Obted has created the Museum of Memory and Oralities on TV, designed to gather video testimonies of viewers who bring historical reconstitutions and reflections about meeting their lives with the "life" that pulsates in a television environment, considering past, present and future times.
