Liliana Nakonechnyj – President of SET

Liliana Nakonechnyj, President of SET. She graduated in telecommunications engineering at PUC-Rio. A large part of her professional life has been dedicated to deploying television distribution systems, initially analog, and later digital – terrestrial broadcasting stations as well as radio, satellite and fiber optics based contribution and distribution systems. Also, for many years, she was in charge of engineering support for broadcasters affiliated to TV Globo. She has always been interested in promoting new technologies, leading studies and tests for the introduction of digital television in Brazil between 1994 and 2006, and demonstrations and tests of UHDTV in more recent years. She represents SET at the IBC Council.

The Future of TV: New Business Models

The audiovisual industry has been developing tools for providing more immersive experiences with greater resolution, contrast and amplified color space. However, the value proposal of the TV of the Future goes way beyond the attributes of quality.
Building the TV of the Future involves digitalizing the viewer’s experience and the business models. This panel will discuss these new business models, what the challenges are for providing an expanded offer of content, and the technology elements that can assure an integrated broadcast and broadband consumption experience.

Chair: Raymundo Barros – Technology Director of Rede Globo.

Raymundo Barros is an Electronic Engineer graduated from the Polytechnic School of the University of Pernambuco. He holds an MBA from IBMEC / SP and a postgraduate degree in telecommunications networks and systems from Inatel. He began his career at the company as a trainee at Globo Nordeste. He was Engineering Manager at TV Globo Juiz de Fora (currently TV Panorama affiliate of TV Globo in Juiz de Fora), Director of Engineering at Globo Nordeste and Engineering Director at Globo São Paulo, where he participated in the project to implement the new broadcasting facilities at Berrini and the implementation of Digital TV in São Paulo. In 2011, he moved to the Entertainment Engineering Department, where he led engineering projects for soap operas, series and variety programs. In 2014, Raymundo Barros took over the Technology Direction of Rede Globo.

Three main R&D themes and their technologies toward future broadcasting

Recent advancements in the Internet and mobile communication systems are drastically changing our media habits at an unprecedented speed, which would have a tremendous impact on traditional broadcasting. Continuing to put broadcasting as its mainstay, NHK is expanding the use of the internet to bring news quickly and reliably, and a wide range of high-quality programs to as many people as possible. Toward the future of broadcasting, NHK Science & Technology Research Laboratories is undertaking three main R&D themes; “Reality Imaging”, “Connected media”, and “Smart production.” This presentation will touch on these themes along with the technical challenges.

Speaker: Masayuki Takada - Head of Advanced Transmission Systems Research Division of NHK STRL.

Masayuki Takada received the B.E. in communication engineering and M.E. in electronic engineering from Tohoku University, Sendai, Japan, in 1986 and 1988, respectively. He joined NHK, Tokyo, Japan, in 1988 and worked in the Science and Technology Research Laboratories (NHK STRL). He was engaged in the development of broadcasting systems, especially FM subcarrier systems, digital terrestrial television broadcasting (DTTB) systems, the next-generation ISDB-T system, and UHDTV satellite broadcasting. Currently he is head of advanced transmission systems research division of NHK STRL. He is a member of ITE and IEICE in Japan, and a member of IEEE in US.

ATSC 3.0: The Platform for Next Generation Broadcast Business Models

The ATSC 3.0 suite of standards incorporate innovative technologies but its real power comes from its flexibility to develop new services for broadcasters and consumers.

Speaker: Mark S. Richer - President of the Advanced Television Systems Committee, Inc. (ATSC)

The ATSC is an international, non-profit organization developing voluntary standards for digital television including the ATSC 3.0 suite of standards for next generation television. Mr. Richer first joined the ATSC after 16 years with the Public Broadcasting Service (PBS) where, as Vice President of Engineering & Computer Services, he was responsible for development of new technologies for PBS and its member stations, design of audio/video systems, and management of information technology operations. Mr. Richer was a recipient of the Broadcast & Cable’s Technology Leadership Award in 2007, the 2010 recipient of the National Association of Broadcasters Engineering Achievement Award for Television and the 2018 EDGE Award for Excellence in Innovation from America’s Public Television Stations. He is a Fellow of the Society of Motion Picture and Television Engineers (SMPTE) a Senior Member of the Institute of Electrical and Electronics Engineers (IEEE) and serves on the FCC Technology Advisory Council.

Terrestrial UHD Broadcast Services in Korea

The presentation includes the status of ATSC 3.0 deployment in South Korea and the service models to be launched in the near future.

He works for Electronics and Telecommunications Research Institute (ETRI), Korea, where he is the Managing Director of Media Transmission Technology Research Group. He is a vice-chair of Broadcasting Technical Committee (TC8) of TTA, Korean SDO, a vice-chair of Managing Committee of Future Broadcast Media Standard Forum (FBMSF), Korea and a chair of Physical Layer Group of FOBTV Technical Committee.

He joined TV Globo in 1973, where he worked for 40 years at the Central Globo de Engenharia, in Rio de Janeiro. He spent more than 12 years in maintenance, during which he had the opportunity for development in various sectors of the television maintenance, such as cameras, lenses, video, audio, switchers, routers, and even the management of systems and crews for production operations in sporting events, shows, World Cup and Olympics. Since 2013 acting as Entrepreneur, Business Consultant in the area of TV Technology and providing Seminars and Workshops with SET at its regional events, to the IAV (Audiovisual and Video Institute of São Paulo).

Speaker: Matthew Goldman - Senior Vice President Technology at MediaKind / Fellow & President of SMPTE / Senior Member at IEEE

Matthew Goldman is Senior Vice President of Technology at MediaKind, where he is focused on video processing and media delivery solutions. He has been actively involved in the development of digital television systems since 1992. He was a prominent participant in the Moving Picture Experts Group where he helped create the MPEG-2 Systems and DSM-CC standards, and he continues to be influential in other industry organizations including the Society of Motion Picture and Television Engineers (SMPTE), the Alliance of IP Media Solutions (AIMS), the Ultra HD Forum, the Digital Video Broadcasting project, the Advanced Television Systems Committee, and the Society of Cable Telecommunications Engineers. Four of his projects have been later recognized by Technology & Engineering Emmy® Awards. Mr. Goldman received bachelor (high honors) and master of sciences degrees in electrical engineering from Worcester Polytechnic Institute. He holds six patents related to digital video transport. A SMPTE Fellow, he is also a senior member of the IEEE and an inductee of the Academy of Digital Television Pioneers. Mr. Goldman is currently serving as the President of SMPTE.

Speaker: Hugo Gaggioni – Chief Technology Officer – Sony Professional Solutions Americas

Joined Sony in 1988. With research interests ranging from digital video and image processing and information theory to video/audio compression and multidimensional signal processing, Mr. Gaggioni has served as session-chairman of 13 international conferences in the areas of HDTV and bandwidth compression systems. He was a member of the Advanced Television Advisory group to the U.S. Federal Communications Commission (1987 to 1994). He is a Fellow of SMPTE and the recipient of the 2004 Leitch Gold Medal award for technology leadership. Mr. Gaggioni was chairman of the SMPTE technical groups on Digital Representation of the 1125/60 High Definition TV Standard (SMPTE 260M, 88-92) and Digital HDTV Serial Interfaces (SMPTE 292M, 93-96). He was also chairman for a SMPTE group on Editing of MPEG bit-streams for TV studio usage. Mr. Gaggioni represented Sony Corporation of America to the ANSI X3-L3 committee and the ISO/IEC MPEG coding group from 1988 to 1996. He has also given numerous presentations and tutorial courses on signal processing and advanced video technologies at international events sponsored by SMPTE, IEEE, and Eurasip organizations. He holds six patents and has authored 32 technical publications in the areas of video compression, digital filter banks and HDTV devices and systems. Mr. Gaggioni holds degrees in telecommunications, systems engineering, and electronic engineering from the University of Essex in Colchester, England; University of Pennsylvania, and Columbia University, respectively.

Mr. Tubbs is the Vice President for Broadcast and Cinema Lens Products within the Optical Devices Division of Fujifilm North America Corporation, based in Valhalla, New York USA. Fujifilm North America Corporation is responsible for the Sales and Support of all Fujinon branded lenses and accessories in North, Central and South America. He joined Fujinon / Fujifilm in 2010 as Director of Sales, previously he had spent the majority of his thirty six year career with the broadcast division of Canon USA Inc. as well as with Ikegami and Angenieux in the United States. With the recent introduction of Fujinon’s Ultra HD 2/3” 4K lenses as well a complete line of 4K Digital Cinematography lenses, these new optical, mechanical and digital products have opened up a third major technological era for him after having already worked in Standard Definition and High Definition television throughout his career. In addition, he has been involved in the preparation for and onsite support of many major television events requiring the latest optical technologies such as the Olympics, Super Bowl, World Series, US Open Tennis and other major broadcasts.

I coordinated the technical advisory activities at the Consumer Protection Agency - PROCON SP and was special advisor to the Metropolitan Housing Company of São Paulo – COHAB and the São Paulo State Legislature between 2003 and 2006. In 2006, I became chief of staff at the Municipal Health Department of São Paulo. Member of the Board of Directors of SPTURIS – São Paulo Turismo S.A. from April /2008 to March /2009. Since 2015, I have worked for the Brazilian government as special advisor to the Minister for Cities, Head of Parliamentary Advisory and Special Advisor to the Minister at the Ministry of Science, Technology, Innovations and Communications. Currently as Secretary for Broadcasting at the Ministry of Science, Technology, Innovations and Communications, I manage activities involving the formulation, proposal process and regulations for public policies, objectives and targets regarding broadcasting and ancillary services.

Public administrator. Over the last 15 years I have held public office in the federal government, as well as at state and local level in the State of São Paulo. I coordinated the technical advisory activities at the Consumer Protection Agency - PROCON SP and was special advisor to the Metropolitan Housing Company of São Paulo – COHAB and the São Paulo State Legislature between 2003 and 2006. In 2006, I became chief of staff at the Municipal Health Department of São Paulo. Member of the Board of Directors of SPTURIS – São Paulo Turismo S.A. from April /2008 to March /2009. Since 2015, I have worked for the Brazilian government as special advisor to the Minister for Cities, Head of Parliamentary Advisory and Special Advisor to the Minister at the Ministry of Science, Technology, Innovations and Communications. Currently as Secretary for Broadcasting at the Ministry of Science, Technology, Innovations and Communications, I manage activities involving the formulation, proposal process and regulations for public policies, objectives and targets regarding broadcasting and ancillary services.
